Required Documents for Submission to the Permanent Committee for Establishing a Private Hospital, in accordance with Law No. 51 of 1981, Law No. 153 of 2004, Ministerial Decree No. 223 of 1999, and Ministerial Decree No. 311 of 2011.
Required Documents for Hospital Licensing
• Copy of the property ownership deed or a legally valid lease agreement.
• Approved architectural drawings and site plans prepared by a licensed engineer.
• Building compliance report confirming the facility is suitable for healthcare use.
• Quality Management Program.
• List of medical specialties, staffing plan, and operating room requirements.
• Infection Prevention & Control Plan, including healthcare waste management.
• Commitment to comply with all applicable healthcare regulations and technical standards.
• Declaration confirming the hospital occupies an independent building or has a separate entrance.
• Hospital registration certificate issued by the relevant professional authority.
• Certified contract with the Hospital Technical Director.
• Medical practice licenses and employment contracts for healthcare staff.
• Health certificates for kitchen staff or personnel responsible for meal preparation.
• Fire Safety Compliance Certificate issued by the Civil Defense Authority.
• Healthcare Providers Chamber membership certificate.
• Ministry of Health inspection fee receipt.
• Building permit.
• Medical stamp duty payment receipt.
• Proof of contract with a licensed medical waste disposal service (if applicable).
• Commitment not to change the technical management, ownership, or staffing without prior approval.
• Any additional documents required by the relevant authorities.
Hospital Licensing Requirements
The hospital must have a minimum capacity of 15 beds.
• The Medical Director may not serve as the Medical Director of another healthcare facility, except for their private clinic.
• The main operating room must be at least 20 m², with no side measuring less than 3 meters.
• The minor operating room must be at least 12 m², with no side measuring less than 3 meters.
• Each hospital bed must have a minimum clear space of 8 m², excluding the bathroom area.
• Operating rooms and Neonatal Intensive Care Units (NICUs) must not contain drainage outlets or bathrooms, and all windows must be tightly sealed.
• Outpatient clinics must be separated from inpatient wards.
• Each outpatient clinic must be equipped with a handwashing sink.
